Puzzle Of The Mystery Steam Engine

Outside Cartagena’s main railway station there is a small steam engine mounted on a bit of track.

There is no explanatory plaque to give any information about this machine. A small brass oval plate on the engine, obviously original, has recently been stolen although, from memory, it is recalled that this included the word “Paris.”

One railway enthusiast who has viewed the engine scoffed when he saw it mounted on rails. Without flanges on the wheels to keep it on the track, he said, it would have fallen off.  He speculated that this might have been a farm machine, designed to roll along the road and then to be kept stationary while belts attached to its big upper wheels turned other machinery.

Are there any steam experts out there who can shed light on this mystery?
